Increased Education and Integration Cooperation between Turkmenistan and the OSCE

From June 12 to June 16, 2023, OSCE High Commissioner on National Minorities Kairat Abdrakhmanov travelled to the Republic of Turkmenistan on a working visit. During this time, he met with officials from both the national and local governments. Meetings with senior government representatives in Ashgabat and the Dashoguz region were held during the visit, which also provided an opportunity to further strengthen existing cooperation between the Republic of Turkmenistan and the OSCE HCNM in the areas of education and societal integration.

It was noted that education is one of the primary focal areas in the office of the High Commissioner on National Minorities’ (HCNM) newfound level of cooperation with Turkmenistan’s government. The concerned parties decided to keep working on the National Human Rights Action Plan in Turkmenistan for 2021–2025 as well as the implementation of the Memorandum of Cooperation between the OSCE HCNM and the Turkmenistan Ministry of Education.

The Office of the OSCE High Commissioner on National Minorities, the Government of Turkmenistan, and the OSCE Centre in Ashgabat jointly hosted a roundtable on “Good practises of the OSCE participating States in promoting the effective participation of national minorities in public life, including consultative mechanisms” on June 15. Many representatives of Turkmenistan’s relevant government and academic institutions attended. The Ljubljana Guidelines on Integrating Diverse Societies and The Lund Recommendations on the Effective Participation of National Minorities in Public Life were two sets of HCNM Guidelines and Recommendations that Abdrakhmanov suggested during his presentation. Both provide a helpful road map for academics and politicians.
